The leading European authority on Microsoft Internet attacked, warning that a government can be trapped for decades in a business program to use as a pattern for its technological systems.
Internet commissioner Neelie Kroes said in his previous post as chief antitrust imposed on Microsoft hundreds of millions of dollars in fines because the company's refusal to disclose certain information to their rivals and by tying its Internet Explorer browser Windows, your operating system.
Now, Kroes said that intends to establish detailed rules to encourage European governments to use other programs, especially those based on open sources that circulate freely among its creators.
"Many authorities are caught unintentionally and for decades in technology and property rights after a while the original choice is so ingrained that nobody pays attention to alternatives," she said.
"It's a waste of public money, a luxury that most public bodies can not be taken," he told a conference organized by Open Forum Europe, a group of companies promoting the programms based on open source, ie specialized user modifiable.Sometimes, but not always, the end of open source programs are delivered to users for unrestricted use. For example, IBM and Oracle charge their customers for some of its programs based on open source codes.
Kroes trying to influence the guidelines applied by governments, which may require all state vendors who use certain types of technology. The effect of this can be huge, to promote programs of a company over others.
This is the case in the departments of Treasury to require the use of a particular browser to submit tax returns via the internet.

Yahoo-Microsoft partnership starts in online ads
Microsoft Corp. and Yahoo Inc. have received authorization from regulators in Washington and Europe to proceed with a partnership in search tools that aims to compete with Google Inc.

The companies said they will begin implementing the agreement in coming days to change the Yahoo search platform from Microsoft. They hope to move most of its advertisers and publishers before the 2010 holiday season, but could wait until 2011 if needed and expect to complete the process by early 2012.
This agreement comes just after the Justice Department said in 2008 that it would object Yahoo plan to team up with Google in search. That refusal led to Yahoo turning to Microsoft, which had once offered to buy Yahoo in its entirety.
A statement from the European Commission said that the Yahoo-Microsoft partnership "would not significantly impede effective competition".

German Government recommends not using Internet Explorer
The German government recommends that Internet users seeking an alternative to Internet Explorer browser (IE), Microsoft, to ensure their safety.
The warning by the Federal Office for Information Security Germanic comes after Microsoft acknowledged that the security of your browser failed in the recent attacks on Google's systems.
The company rejected the advice of the Office, saying the risk to its users was low and that improving the security settings in Explorer would solve the problems.
However, German authorities said even that would make IE completely safe for navigation.
Thomas Baumgaertner, a spokesman for Microsoft in Germany, said that attacks on Google were carried out by "highly motivated, with some very specific purposes.
"There were no attacks against ordinary users or customers" of the firm, said. "There are no threats to them, so we do not support this recommendation," he said.
For his part, Graham Cluley, a spokesman for antivirus firm Sophos, told the BBC that the German government's notice referred to versions 6, 7 and 8 of the browser. He added, have appeared on the Internet explaining how to exploit vulnerabilities in IE.
Awaiting update
Microsoft tends to release a security update each month. The next is scheduled for Feb. 9. However, a company spokesman told the BBC that the experts are trying to fix problems quickly.
"We are working on an update, which could lead to (launch) a security update out of that cycle" monthly, he said.
However, this is not an easy task. The company not only have to fix those problems, you must also make sure not to create more vulnerabilities, and that arrangement works on all computers. This challenge is compounded considering that should fix three different versions of its browser technology specialist said the BBC's Daniel Emery.
"Something that should be borne in mind is that each browser has its own security problems and fix a problem that could expose users to another," said Cluley, of Shop.
Microsoft acknowledged that all versions of IE are affected by a security breach, but clarified that the risk is lower in recent editions.

Microsoft Chief Executive said that China will not
Microsoft had no plans to withdraw from China, said its chief executive, minimizing concerns about the recent Internet attacks and censorship raised its rival Google.
"There are attacks every day. Do not think it's something unusual, so I do not understand," said Microsoft CEO Steve Ballmer, after a meeting on the modernization of government services in the White House.
"We are attacked every day from around the world and I think the rest as well. We see nothing unusual," he added.
Google on Tuesday threatened to withdraw from China, the world's largest Internet market by users, claiming censorship and attacks on Internet mail accounts in the U.S. of human rights activists.
Google said that 20 other large companies had been targeted by cyber attacks originating in China, but Microsoft said there is no evidence that any of their email services or corporate networks have been targeted specifically.
Asked whether Microsoft was planning to withdraw their business in China, Ballmer replied: "No."
"I do not understand how that can help with anything. I do not understand how we help and do not understand how to help China," said Ballmer.

Microsoft rules out further purchases in the search business
Microsoft CEO Steve Ballmer, do not expect more acquisitions to help the business to challenge Google's dominance in Web search market, said Monday."Steve Ballmer, Microsoft's strongman
"No, wait," he replied when asked if the acquisition is part of the strategy.
Microsoft recently reached an agreement with Yahoo search, after a long and fruitless attempt to buy the Internet media company.
"We will keep working hard and investing in marketing and the like, and of course we are trying to make the Yahoo deal achieves regulatory approval," he said after giving a lecture at the meeting with British businessmen.Ballmer also reiterated what was said on other occasions, he believes growth will return gradually to the world economy.
"Things have gone down. I see them staying there and growing slowly," he said in response to a question from the audience.
Ballmer added that Microsoft is going to freeze its budget for research and development, which is the largest sector of 9,500 billion dollars, partly to keep resources in reserve for fight with Google.
"We must ensure we have the money we need to continue to build new businesses," he said. "We're trying to give some competition to Google in the search market," he added.
In late June, Microsoft had short-term investments and cash of 31,400 million dollars.
Under the agreement signed with Yahoo for the next 10 years, the new browser from Microsoft, Bing, will be used in searches in the pages of Yahoo. In return, Microsoft will pay Yahoo for 88 percent of the revenue generated from advertising on those sites.
In theory, this means that Microsoft gets more traffic to refine its search technology and advertising base increases, while Yahoo gets revenue from search ads without having the expense of managing their own engine.
